well, in my opinion, you need to start off right with the initial 'back-to-school' parent-teacher meeting. On back to school night, when all the parents show up together, you need to really do your best to motivate them all to want to help. Go on and on about the class trips and special activities you'll be doing with their kids, and look for any way to involve them. Ask them for ideas at the back to school night, that the class can do together. They are more likely to become involved with the class if you show them the apex of teaching enthusiasm.
Get to know them well. Find out what the group likes. work with what you already know about the group. Make your best educated guesses about who they are, as a group of diverse parents, and speak to the norms you predict. Assume the best in all of them, that they do in fact want to participate in the classroom's progress, and you may actually get 20 percent signed on.
Good luck.

Search for my thread about the Frugal Fair I was going to do. There are a lot of ideas there about community-family-school partnerships. This isn't the same as the home-school connection, but it might spark some ideas for you.
