1) If I obtain a masters degree in technology, and I want to teach computer science at the High School level or lower, do I need a teaching credential? If so which one?
2) What about the college level, do I need a credential?

It may depend on your state, but in most states you will need either an elementary or secondary teaching certificate or license to teach in elementary or high school.
You do not need a teaching certificate to teach college courses.

I teach in California, and got a Designated Subject credential. It allows me to teach IT, computers, a bunch of business subjects at public schools, colleges, evening classes. You need work experience in the area, which I had, but the rest fit my needs better than the CA teaching credential. I actually got through all of those classes, but couldn't quit my job at a private school to do the student teaching.
