Need Help

I have two new children in my class. They are both early three year olds. They both have problems following class rountine. I also have problems with them hitting other children and running around room. Some people would like me have them tested. I feel they are to young to have labels put on them.I need ideals on positive ways to handle them. I have tried everything I know.

On the one hand, being tested will put a label on them. On the other hand, getting intervention in the beginning would hopefully allow them to not get behind. How deviant are the behaviors?

The one my boss said my need tested is no worse then the other. My biggest concern is how thet can't keep their hands to themslves. Some times they even kick and hit teachers.
