What can I use to make student desk dividers to prevent students from looking on other's papers. I want to keep them grouped in fours but it's so easy for them to see each other's paper during a test. I stapled together manilla file folders but they aren't quite large enough.

If you get the problem solved please let me know as it is one of my main gripes. I have tried having the kids put up two-2 pocket folders. This works pretty well for the students sitting across from one another. The side by siders can still peek over however.
What works best for me is to ask the kids to get in "Test Position". We do this for all tests and quizzes and any other items to be assessed. The kids turn/move their desks or bodies to their assigned area. It takes only a minute and has really cut down on cheating.
After papers are done and collected, they return their desks to their groups. It really doesn't take much time at all.

This might not be what you're looking for, but I just have the students cover their papers with their "Cover Sheets", something they can make out of one side of a manila folder. They don't prop them up, they use them flat and cover their answers as they go. I've never had a problem with students looking at eachother's papers when they use their cover sheets.
I take as heavy-duty poster board as the school has and cut it so that I have three rectangles, each about 18" long and 12-15" wide. Tape the shorter sides together with strapping tape or shipping tape, so that you have one piece that is 3 x 18" long. Decorate if you feel like it--I like to put things my students need for reference often, being primaryl--hundreds chart, ABC desk tape, etc. on them. Then, laminate and trim. The tape makes the hinges so that these fold flat when not in use. Is this the kind of idea you were looking for?
